Commissioners' Court approves the Resolution of Support
On Monday, July 27, 2026, the Starr County Commissioners' Court approved a Resolution in Support of the Starr County Behavioral Health Diversion Center Initiative — the effort now organized as Starr County Behavioral Health Center. It was Item 11 on the Court's regular agenda, sponsored by Ashley Gonzalez. What this is: a formal, on-the-record statement of support from the county's governing body — the first endorsement of its kind this Center has received. What it isn't: money. The resolution commits no county funds, and the Center is still not open — there is no facility, no beds, and no hours. What it does is real all the same. Local government backing is what state and federal funders look for first, and this resolution goes into every application we file. We'll post the signed resolution here as soon as we have a copy.

On the Commissioners' Court agenda — a resolution of support
On July 21, 2026, the Starr County Commissioners' Court posted the agenda for its regular meeting at 10:00 A.M. on Monday, July 27, 2026, at the Starr County Courthouse in Rio Grande City. Item 11 calls on the Court to “discuss and take action to approve a Resolution in Support of the Starr County Behavioral Health Diversion Center Initiative” — the effort now organized as Starr County Behavioral Health Center — with Ashley Gonzalez listed as the item's sponsor. Certificate of Formation effective — we're officially incorporated
It's official. The Texas Secretary of State has filed our Certificate of Formation, effective July 14, 2026. Starr County Behavioral Health Center, Inc. is now a Texas nonprofit corporation (file no. 806698212). To be clear about what this is and isn't: this is incorporation only. We are not a 501(c)(3), we have not applied for federal tax-exempt status, and no application is pending with the IRS. We plan to file that application once the Center is serving patients, and we'll post it here the day it goes in. Until then, no gift is tax-deductible. Governance
Nonprofit formation filed
Starr County Behavioral Health Center has filed for incorporation as a Texas nonprofit corporation. It is not a 501(c)(3): we have not applied for federal tax-exempt status, and no application is pending with the IRS. We plan to apply once the Center is serving patients. The founding Board of Directors is being seated now. As each governance milestone is reached — the board seated, the 501(c)(3) application filed, the IRS determination letter — we will post it, not before.

Building the coalition — briefings underway
The work of building a coalition is genuinely underway. Briefings are underway with county leadership, engagement is active with the Sheriff's Office on crisis response and diversion, and the Center has been formally presented to the Hospital District Board. We describe this work by sector, not by name — we name an organization only after it confirms in writing.
